Swedish naval vessel

Two pics from a visit to Mollosund on the coast of Sweden during a regatta. We thought this might be the race committee launch. L.o.l.
If anyone is familiar nautical signal parlance could they advise as to the message in version two. The vessel was not under way at the time and nothing in the RN signal manuals looks familiar.
