Hi Grahame, - the image is underexposed, as you already know, - however you didnt mention which ISO you used?
If you had a faster lens, - i.e. capable of a larger aperture than f/5.6, you would have ben able to increase the exposure using the same shutter speed for sure, - but honestly you seem to be taking the shot on almost complete darkness. Its not worthwhile investing in a more expensive lens IMO. Use a tripod instead, - or better lighting, or flash, - as a longer exposure would certainly get a better shot, it would also blur any movement of people in the shot.
