Jailed in the street

Much as I want to explain what's going on here, this time I'll cruelly leave it to your imagination. What's going on? Why does the man appear trapped - is he? He looks longingly beyond the bars, with his body language suggesting a desire to be on the other side.

I think he is just pondering if he should go to the lunch club for his cheap steak pie and tatties,
or to the pub for his pensioners cheap rate for a nip and half pint !!
