Some times you need a step ladder or an old 4WD like I have so you can raise the camera angle - Your fisherman has got lost in the background - had you been higher then he would have been against the water and far more of a focal point - I do not believe the boats would have suffered either - perhaps even enhanced them a little.
Lower may also have worked but I think you needed the water and that would have been lost.
