Looking from my hotel room just before taking the hiss down for breakfast. I thought how unfare this lady, and others, needed to search for scraps while my wife and I had "the full English".

This was Stockholm not UK hence my surprise. I could have checked whether that bin was donated clothes or what but I failed to do so.
Charity or not it's likely there's actual recycling going on here though I'm not content these people have been brought so low.

What has also become an epidemic is foreign nationals taking advantage of UK generosity by turning begging into an industry!
