Selective colouring can still be effective when applied well, and I think this is a good example.
I see a strong message here given the current climate. The menacing sky signals the dark times hanging over London, while Big Ben and the bold red tube symbol stand up defiantly against it.

I think this is an excellent dramatic shot. Great symbolism, as Steve has already pointed out. You should offer this to newspapers, I'm sure they'd be very interested.
