It seems like using a diffuser filter. Anyway, here you have an interesting image, well playing with b&w and light.

you have a lot going for this portrait, at at the same time it has quite a bit going against it.
It looks like a scan of a print, which you have tried to clean up. Partly with good result. First of all, I very much like the 'pose' of the man. Spot on, with that cigarette dangling from his fingertips. Black and white is absolutely right for this. Think you 'blackened' the background, and must say you did this rather well.
What bothers me most is the overexposure though. no problems with his hair, but in his beard and cigarette (especially the beard though) it does spoil things a bit. Think you also oversharpened things a bit, which becomes quite obvious in the bottom part of the photo.
As for the marks on the photo that clearly show in the scan, guess you could either try to remove them - some cloning would easily take care of most of them - but it would still look like a cleaned up scan of a print. So perhaps it would be a good idea to enhance that feeling rather than to try to hide it. Add some marks, perhaps even a layer, to give it that really old photograph look. I have seen some really beautiful examples of this, but I guess it does take quite some skill to pull it off credibly, and to be honest, I don't have those skills myself, so couldn't advice you how to do it exactly.
Finally, bit of a side issue really, as far as titles go, this isn't really a good one.

Oh... and better remove the link to your outside websites. Except for your own profile page, I believe it is against the site's Terms and Conditions.

Belg has done a great critique, hard to add to, so I'll just agree, yes the specks, the burnt out bears, and the title which (maybe not your intention) but might come across as flippant to some.

Nice work, might be worth revisiting to just tidy up some of those details
