I used a number of filters in photoshop elements 10.
first I filtered using artistic Poster edge settings:
Edge thickness 10
edge intensity 1
polarization 6
then saved by pressing ok.
I then filtered using artistic cutout:
number levels 8
edge simplicity 4
edge fidelity 3
then saved by pressing ok.
then i went to layer
new adjustment layer and levels
set at normal i played with the levels bar till i was happy with the image.
if cut out does not look right try dry brush as this works just as well.
remember to save as a different name or you will save over original photo and loose it.
have fun playing about with this.
