I think the problem with this shot isn't so much the shutter speed but the point of focus. Had you focused not on the table but on the bird it's body may well have been sharp enough. The movement of the wings adds to the picture.

I know this one is out of focus, I just posted it to show that 1/640 is not enough to freeze the movement. I was expecting it to land on te table, and had manual focussed on that spot. Nobody had told the bluetit, however!
