Hi Phil.
The reason for the restriction is to give every member an equal chance of getting their image seen in the galleries. With so many members/daily uploads, images disappear from the top of the showings very quickly, thus reducing the time on the 'front page'.
It also means that members are more choosy when uploading, making sure they only upload their best images and not flooding the galleries with all their images no matter what the quality is.
