urban art or vandelism?

Appreciated, as always

The big question. Is this a legitimate art form, or merely vandalism?
This is from under a bridge in Drammen, Norway.
I have a sneaking admiration for these artists who are so clever to create these images. Doing it on other people's property is another dabate, of course.

I am now on 3 weeks holiday, and will use some time photographing the Scottish highlands on a tour with photo4x4

If it's done well as it is here, then it comes under the heading art. It is in fact referred to as street art.
In Bergen, Norway, there is a large wall in the city, where officials encourage the art (the area is to be modernized later, so for now the street artists have free reign). Dolk is a rather well know street artist (stencil work) in Norway and I have appreciated many of his images.
