I assume that you wanted to include the buildings and bunting on the seafront, Tim, but they do distract attention from your subject, which is the man fishing.
Without knowing the configuration of the seafront, I don't know if you could have moved over to the left and captured the man without the buildings behind him and, by using a shallower dof, those other people fishing behind him could have been rendered out of focus.
From the vantage point that you chose, I agree with Frank. To exclude the buildings and include the water, your chosen vertical format would have been ideal. You may have thought the wall was uninteresting, but your man fishing would remain as your main element and would be in the top left of your frame, making a nice composition.

You give us no technical details. The shot is very busy with lots of detail - too much detail which detracts from your man fishing. I suspect a fairly short focal length and small aperture which has given this effect. Telephoto and wide aperture would help separate subject from background.
