I assume that you wanted to include the buildings and bunting on the seafront, Tim, but they do distract attention from your subject, which is the man fishing.
Without knowing the configuration of the seafront, I don't know if you could have moved over to the left and captured the man without the buildings behind him and, by using a shallower dof, those other people fishing behind him could have been rendered out of focus.
From the vantage point that you chose, I agree with Frank. To exclude the buildings and include the water, your chosen vertical format would have been ideal. You may have thought the wall was uninteresting, but your man fishing would remain as your main element and would be in the top left of your frame, making a nice composition.
