This was a grabbed shot can see the blur in the tie.
I think that this should have been shot the other way, as the eyes and smiles are good, more space each side of them would have been better, as it is though, I am sure that your camera shot will allow you to crop in closer to crop out the over exposed lower half, and blur the tie completely, line it up with her necklace for a pleasing effect, sure it would work here, and add some adjustments on the shadows and highlights.
